Trump Promises Kentucky a $100 Million Drug Plant. The Condition Is That Republicans Win.
At a rally at Northern Kentucky University on Friday, President Trump told the crowd that the federal government would put $100 million into a pharmaceutical manufacturing plant in Winchester, Kentucky. He attached a condition to it in the same sentence.
“If the Republicans win, the Department of War will be investing $100 million in the pharmaceutical company and there to revitalize a gigantic drug manufacturing facility in Winchester, Kentucky,” he said, according to Just the News. He said the project would not go forward under Democratic leadership.
The company named in the reporting is Antheia. The president was in Highland Heights campaigning for Andy Barr, the Republican Senate candidate, with the election now sixteen days out.
The substance behind it is a real administration priority. Bringing drug manufacturing back onto American soil has been a stated goal since the start of the term, and the argument for it is one most people can follow without a briefing: a country that cannot make its own medicine is holding somebody else’s leash.
Barr pointed to other Kentucky investments in the same speech, including work at GE Appliances and Ford.
Several things about the announcement have not been established, and they are the things that would turn a pledge into a plant.
Neither the company, the Pentagon nor the White House has confirmed the amount, the timing or the terms. The outlets covering it do not agree on which department is writing the check either — Just the News and Fox report the Department of War, which is what the president said, while the Washington Times described it as the Defense Department.
And a commitment made from a stage, conditioned on an election result, is not an appropriation. Congress appropriates. What was offered on Friday was an intention, stated by the man who would direct it, to a room of people being asked for their votes.
Winchester is a town of about 19,000 in Clark County. Whether a drug plant gets built there will be answered after November 3, not before it.
